EXCEPTIONAL STUDENT SERVICES (ESS)“Special education is not a place where children go for services, but services children receive in accordance with their Individualized Education Programs (IEPs) in the least restrictive environment.”

Mission:
In accordance with the mission of the East Baton Rouge Parish School System, the Exceptional Student Services Department provides vision, leadership, and expertise to schools and parents regarding the implementation of curricular and instructional initiatives that support the achievement of students with disabilities in compliance with state and federal mandates. It is the commitment of this department that students with disabilities have access to a full continuum of services while being educated with nondisabled peers to the maximum extent possible.

Goal:
The Office of Exceptional Student Services seeks to improve the overall performance of students with disabilities and assist in narrowing the achievement gap by ensuring equal access to the curriculum and differentiated instruction in the least restrictive environment (LRE).

The East Baton Rouge Parish School System Exceptional Student Services offers a wide variety of programs that are destined to provide quality education, which will allow all students to function at their highest potential in a complex and changing society by utilizing accommodative learning opportunities. Opportunities for a Free Appropriate Public Education (FAPE) are provided to students beginning at the preschool level (ages 3 to 5) and continuing through the age of 21.
 
Placement and services flow from the needs of the students identified through a referral process that includes a multidisciplinary evaluation (MDE)  which provides the foundation for the development of an Individualized Education Program (IEP) prior to making a placement decision for participation in one or more of the Special Education programs.
 
Programs are designed to meet the needs of the individual and range from classes for those identified as high functioning to those necessitating community-based settings. Modifications and accommodations are used as needed to address the functioning level of the student while addressing state benchmarks and standards..
 

In keeping with the East Baton Rouge Parish School System’s goal to provide quality education for all students in all settings as they address the general curriculum.
